The Bio-Community Initiative (BCI) functioned as the appointed Malaysian Legal Technical Task Team for the Department of Fisheries, fulfilling this role diligently over a comprehensive three-year span. As part of its mandate, BCI was tasked with providing specialised, expert consultation on legal, institutional, and governance aspects, particularly focusing on
transboundary diagnostic analysis. This analysis represented the first critical phase of a broader, ambitious endeavour. This foundational phase was integral in meticulously identifying and thoroughly understanding the complex legal and governance challenges that directly impact sustainable fishery practices across national borders.
